Back during the electoral fraud I was thinking that the only leverage we have over Karzai was the threat of withdrawal, and that there was no way we could threaten to withdraw based on his behavior credibly. Setting a deadline for withdrawal and hoping that this will concentrate his mind on at least building a long term state.

Or if that doesn't work it might be a way to shift the default in future negotiations from "we stay" to "we leave" and so give us some actual negotiating leverage for changing Afghan politics. I'm not sure that would work out in practice though
